the times you were talking about before, just after the geneva talks in mid april and then again a few weeks ago, where the continual lynn said it had withdrawn troops from the boredder, nato looked at its in tells and said no, haven't. this time, it's a specific order coming from the kremlin down through the proper chains of command. all the troops there have been on exercise to essentially go back to their bases. it does feel a little bit different. why might putin have done that? >> there are a few reasons that i can see as being potentially significant. one of them is logistics. the russian army works basically on a system of con description, and that has a one year cycle. we're getting to the end of that cycle. essentially, there are a whole lot of troops who have to be demobilized and that could be one reason why they're being pulled back. another reason is possibly that putin feels he is getting what he wants in ukraine without that military threat. western leaders would like to think it's the sanctions making a difference and that it is those making mr. putin think again. >> me

we have not yet seen any implementation of the geneva agreement by the russian side. the ukrainian side has taken some steps in the right direction and the osce too is an organization to which we wish to have a greater role so they can prepare and pave the way for elections. and one word on sanctions. i agree with the american president, they are not an end in itself but combined with the offer that we want diplomatic solutions, it is a very necessary second component to show that we're serious about our principles and there is a broad base, a broad range of possibilities that are being prepared for in the european union. in europe we have taken a position that should further destabilization happen, we will move to a third stage of sanctions. i would like to underline this is not necessarily what we want, but we are ready and prepared to go such a step. my main aim would be first and foremost to improve stabilization and to see to it that the elections can happen there. we will work on this in the next few days, but we are also prepared to take further steps. what we'
